The eight spokes of the Wheel of Dharma just reflect the 8 stages that need to be comprehended on the way to Nirvana:

3. Correct speech
4. Correct behavior

7. Correct awareness
8. Correct contemplation

Other parts of the Wheel of Law are also important:
