Distinctive badges for counters — workers employed during censuses — were only produced in 1938. A sketch of the very first Mark was commissioned by the Economic Council of the USSR SNK under the chairmanship of V.Molotov, and its image was published on December 11, 1938. in the newspaper "Izvestia". Interestingly, the Signs design was left unchanged for all subsequent censuses, with the exception of the color scheme. The slightly convex sign is made in the shape of a regular octagon with a face length of 11 mm and a total size of 28x28 mm. In the center there was a contour image of the map of the Soviet Union with the inscription “USSR” superimposed on the circumferentially truncated circle and slightly protruding beyond its borders on the left and right. In the upper part, the state emblem was depicted (with 11 ribbons in 1939 and 15 in all subsequent issues), also protruding beyond the circle, and between it and the map - the semicircular inscription “All-Union”, written in capital letters. Under the map inside the circle there was an inscription in capital letters “population census” in two lines, and at the very bottom of the Sign - the year of the census. There were no numbers on the reverse signs.

The badge of 1959 was established by the Central Statistical Office at the Council of Ministers of the USSR. Signs were covered with blue enamel, the space inside the circle - blue, and the territory of the Soviet Union - red enamel. All inscriptions and protruding elements had a golden color. The mark was made of gilded brass. There are two varieties of the Mark of 1959 - with a counter-relief reverse and a more common reverse with a rough surface. In the second case, in the lower part of the semicircle there was an inscription in capital letters “Mint”. The circulation of the 1959 All-Union Census Mark was about 580,000 copies. The first post-war census took place in January 1959. The census took into account the actual population to which the persons who were in this room at the time of counting the population belonged (on the night of January 14 to 15, 1959), regardless of whether they lived in this room permanently or temporarily. The 1959 census materials were published and made available to researchers. During this period, demography, for the first time after the 20s, is again among the social sciences. According to the census, the total population of the USSR was 208.8 million people. The share of urban population is 48%.
