Stained cuffs "On the wings of a dragon" are made using Phosphor pigment.

Phosphor is a substance that can autonomously glow in the dark after charging from any light source. The brighter the light source, the brighter the phosphor glows, but this charge does not last long: from 15 minutes to 1 hour. Phosphor is absolutely safe to use.
