It is handmade made in 1980s in a Soviet prison from scrap materials that can be found in the prison workshop.

The whistles were made in a Soviet prison. In the Soviet Union, the traffic police inspector made notes about violations in the driver's card with this very whistle-hole punch. He drilled a circle in the card (1 circle-1 violation), with a certain number of violations, the driver's license was taken away.
